City Mission Methodist Church (the origin of the City Mission Circuit) is situated in the confluence of the low, medium and high density population area of the planned government rapidly developed Surulere resettlement schemes what Was then called New Lagos. In 1968, the Lagos Circuit Boundary Extension Committee, on behalf of Five Lagos Circuits namely Olowogbowo, Ereko, Ago Ijaiye, Yaba and Palm, Avenue, saw the need for the establishment of a Methodist Church in the then new Lagos to care for the spiritual needs of Methodists in the area and spreading the Goods News to all and sundry, to the rich, the poor, the young and the old. A recommendation to this effect was then made to the Lagos District of the Methodist Church and it was accepted. The present point site of the Church was secured from the LEDB (now LSDPC) through the relentless effort of Very Rev. E. S. Solarin, the then Superintendent of Olowogbowo Circuit and some Members.
On 15th April 1968, a joint service was held on the site of the proposed church building. It was launched by two prominent members of Olowogbowo Methodist Church one of whom was late Bro. (Prince) Oladega Odutola with 25 Guineas. The founding Circuits were levied £200 each – a make shift building, constructed at a cost of £1,600 (One Thousand Six Hundred Pounds) was subsequently put to serve as a temporary place of worship.
